Summary:
The Operations Officer reports directly to the Assistant County Administrator and is a part of the County's management team.
This position holds responsibility for administering the county's general public transportation program and other county operations.
Additionally, this position is responsible for fiscal accountability and quality customer service through the integrity and validity of financial data and reporting; compliance with all applicable regulations; application of sound accounting and management principles; and facilitation of the efficient processing of accounting functions.
The employee shall also possess excellent interpersonal and communication skills and performs administrative duties in the absence of the Assistant County Administrator.
ESSENTIAL FUNCTIONS (required):
Ability to prepare and maintain accurate, well-organized, and effective records, statements, and reports.
Assists with budgeting, accounting, and general office administration; includes the ability to understand and process basic mathematical and accounting concepts.
Oversees the County's General Public Transportation Program, includes:
Prepares State Transportation grant application Department inventory Performs administrative functions related to Transportation Program Trains and supervises Transportation employees, plans and assigns work, addresses complaints and resolves problems Attends Transportation training sessions, meetings and workshops as necessary Maintains working relationship with Kansas Department of Transportation and other outside agencies Processes utility billing payments, answers customers' questions, inputs accurate data, and works with utility staff, closing companies, etc.
Maintain and exhibit discretion and integrity at all times when handling confidential information.
Coordinates the KCAMP Risk Management Committee.
Writes, researches, and administers grants for the County and other public entity.
Acts as project management administrator, and tracks projected and current progress for all Capital Improvement Plan (CIP) projects.
Effectively conduct studies and investigations; performs research and special projects.
Cross-trained with the duties of the Assistant County Administrator.
EDUCATION/TRAINING/EXPERIENCE A Bachelor's Degree from an accredited college or university with an emphasis in Accounting, Finance, Business, Public Administration, or Economics is preferred.

Must have and maintain a clean driving record for this position.
A clean record is defined as:
No misdemeanor or felony convictions for traffic/vehicular offenses (such as but not limited to DUI, vehicular homicide, reckless driving, hit and run, etc.
) that are less than five (5) years old; no more than two (2) at fault or chargeable accidents that are less than five (5) years old; no more than two (2) traffic infractions (such as but not limited to speeding, failure to yield right of way, etc.
) that are less than one year old.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
